Board of Assessment Review
The BAR constitutes what is known as a quasi-judicial body and the members are charged with judicial responsibility to get all the facts and apply appropriate laws and reasoning to the facts in a fair and judicious manner. The board must consist of members who are not officers or employees of the local government. Members of the appointing authority (Town Board) may not serve on the BAR. Neither the assessor nor any of his or her staff may be appointed to the board. Real Property Tax Law requires that membership of the Board of Assessment Review have knowledge of property values in the assessing unit. Members constitute local public officers, and are required to be at least 18 years old, citizens of the United States and residents of the governing unit served by the board.1

Zoning Board of Appeals
The Zoning Board of Appeals is known as a quasi-judicial body and the members are charged with judicial responsibility to get all the facts and apply appropriate laws and reasoning to the facts in a fair and judicious manner. It considers applications for use and area variances to the Zoning Code and Subdivision Regulations. Members may not be officers or employees of the local government. Board Members are responsible for attending training to become knowledgeable of State and Local zoning regulations. Members constitute local public officers, and are required to be at least 18 years old, citizens of the United States and residents of the governing unit served by the board.1

Planning Board
The Planning Board is charged with administering the Zoning Code and Subdivision Regulations. It considers applications for Site Plan Reviews and will, under the code under review in 2021-2022 also consider Special Use Permit applications. Members may not be officers or employees of the local government. Board Members are responsible for attending training to become knowledgeable of State and Local zoning regulations. Members constitute local public officers, and are required to be at least 18 years old, citizens of the United States and residents of the governing unit served by the board.1
